FRESNO, Calif. (KMJ) — Restricting a practice that once kept hundreds of inmates in notorious segregation units for at least a decade, the State of California is now agreeing to segregate only inmates who commit new crimes behind bars. It’s part of settlement involving a lawsuit filed on behalf of nearly 3 thousand inmates.
The gang leaders were kept in windowless cells, in an effort to prevent them from directing illegal activities.
However, the Center for Constitutional Rights claims no other states keep inmates segregated for such a long period of time.
