Fresno Police Dept. Releases Footage of Deadly Officer Involved Shooting

RELEASE FROM FRESNO POLICE:

On Tuesday, March 29, 2022, at approximately 11:42 A.M., an adult male entered the Fresno Police Department Headquarters Annex and made his way into a detective’s office located on the first floor.

The suspect, later identified as 24-year-old Joseph Roy, began physically assaulting our detective.

Mr. Roy then used a sharp object to stab the detective in the head several times. The detective armed himself with his firearm and discharged it at Mr. Roy, killing him.


A critical incident video containing a description of the event, 9-1-1 audio and
body-worn camera videos is being shared with the public on the Fresno Police
Department’s YouTube channel.

As a matter of accountability, our goal with critical incident videos is to be
transparent with our community and share as much information as we can, and
in accordance with the law, as soon as possible after a critical incident occurs.
“Police officers have very difficult and dangerous jobs. In many cases they must
make split second decisions to protect themselves, and the public. This sad
incident involved a person in apparent crisis, who made the decision to break
into a police facility and assault a police officer. There is help and community
resources for people struggling with mental health issues, including the newly
launched 988 National Suicide and Crisis Lifeline. I urge those in need of
assistance to reach out to someone they trust before making a terrible or
dangerous decision.”

There will be no additional comments made beyond the release of this video at
this time, as this is an ongoing investigation.

The incident is being fully investigated, and the findings will be handed over to
the Fresno County District Attorney’s Office, Internal Affairs, and the Office of
Independent Review.
