FRESNO, Calif. (KMJ) — Gov. Jerry Brown has signed a bill that makes California the first state to request a waiver from the federal government, to allow undocumented residents to purchase insurance through the health exchange.

The Affordable Care Act excludes those living in the country illegally.

But, even if the feds grant California’s request for a waiver, undocumented residents would still be ineligible for a public subsidy.
