PORTERVILLE, Calif. (KMJ) — Update: Four-year-old Billie Helena Chatman has been found safely in the Bay Area.
The Sheriff’s Office has determined this to be a family custody disagreement, rather than a missing person’s case, and Chatman’s grandmother has been the little girl’s primary caregiver for most of her life.
Child Welfare Services is now taking over the case to determine the best custody situation for the child’s well-being.
