[Photo: CA DOJ]FRESNO, CA (KMJ) — A high-risk sex offender is arrested by Madera Police after he exposed himself to two young girls.
48 year old Richard Cuellar already has a history of offense for annoying or molesting a child under 18 years of age, according to the State of California Department of Justice Office.
According to the Madera Police Department’s Facebook page, Richard Cuellar is registered as a high-risk sex offender who was recently arrested after the incident was reported to a school resource officer.

Richard Cuellar is registered as a high-risk sex offender. Recently he exposed himself to two young girls who were complete strangers to him. This incident was reported to a school resource officer who, with the assistance of SIU, arrested the suspect. Although this was an isolated incident, we take these crimes extremely serious and will not allow our community to be victimized by predators.
