Drug Dealer Who Implicated Keith Foster Sentenced

FRESNO, CA (KMJ ) – The drug dealer who implicated former Fresno Police Chief Keith Foster was sentenced on Tuesday, October 11th.

Rafael Guzman Jr. pleaded guilty to conspiracy to distribute and possess with intent to distribute heroin.

The Clovis man was sentenced to 40 months in federal prison.

Guzman Jr. says Foster contacted him in late 2014 seeking the best quality heroin he could get — for a third party.

He’s the second defendant to accept a plea deal but is the first — according to the Fresno Bee – to implicate Foster – who’s charged with participating in three conspiracies to distribute drugs.
