VIDEO: Another Fresno PD Altercation Video Goes Viral

FRESNO, CA (KMJ) – The incident was caught on video – showing a Fresno police officer arresting 16 year old KC Conley, a senior at Hoover High School.

Police say Conley was disobeying orders and resisting arrest as the officer tried to issue a citation for jay-walking near the campus.

In the video, the two are seen struggling.  “They were on the ground wrestling around for a period,” Fresno Police Chief Jerry Dyer told KMJ News on Thursday.

Also in the video, a motorcycle officer arrives to assist.  Conley was cited for jay-walking and the more serious offense of resisting arrest.

The boy shooting the video on the cell phone was also cited for attempting to obstruct justice.

“The training we provide to our officers, is that we want them to de-escalate situations,” said Dyer. “Even when people are non-compliant, we want them to do whatever they can to de-escalate a situation.”

Dyer said they are conducting an internal affairs investigation to determine if there was any policy violations.

“We do know that there was video taken by a pedestrian,” said Dyer. “We also have body-worn camera video taken by the officers that were present. So all of that as a part of this internal affairs investigation.”
