FPPC Approves New Rules for Suspected Lobbyists

KMJ) — The California Fair Political Practices Commission has approved new regulations, urging shadow lobbyists to disclose their efforts to influence state lawmakers.

Lobbyists are required to submit quarterly reports, showing their moves to persuade government officials.

 

However, according to the FPPC, consultants are lobbying without registering.

The commission has unanimously approved an amendment, which assumes that a payment is for lobbying services, if someone is paid at least $2,000 a month to communicate with state officials.

Critics claim it creates an unlawful presumption, that someone is guilty of acting as a lobbyist without correct disclosure, until they can prove otherwise.
