jerry brownFRESNO, Calif. (KMJ) — Governor Jerry Brown has signed legislation requiring hobbyists who assemble their own guns, to apply for a serial number, and submit to a background check.

It’s aimed at cracking down on untraceable firearms, referred to as “ghost guns.”

By 2019, those who own or create homemade guns will have to apply for a serial number from the Calif. Department of Justice, and permanently affix it to their weapon.
