(KMJ) – For the second time this week, and the 12th time in 2016, Fresno Police arrest a man for panhandling in a center median.
Fresh off his arrest on Monday, Wednesday 43-year old Kevin Joy was back panhandling on the median at Clinton and Weber Avenues. Two Fresno Police officers approached him around 10:30 am and told him he would be arrested if he did not leave the median. Joy did move to the side of the street.
But, when officers returned an hour later, Joy was right back in the center divider. The officers also saw that his actions were impeding the flow of traffic and creating a hazard.
Fresno Police arrested Joy for being on a center median without a permit. That is the same offence for which he was arrested on January 18th. Then he was found with $1,800 in his possession. But this time, Fresno Police say Joy had less than $14 on him.
And, Officers say Joy admitted to them that he knows he is not supposed to be on the median begging from cars but he needs to make money. Joy was processed at the Fresno Police Department and he was later booked at the Fresno County Jail.
