More than a year after Visalia settled a dispute with California Water Services Company — the utility is preparing its next rate hike proposal.
If approved by the California Public Utilities Commission — Visalia residents would see their water bills rise by about $5 bucks a month — in 2017.
Additional increases would be imposed in following two years.
