FRESNO, Calif. (KMJ) — Under a law passed two decades ago by a Democratic-controlled legislature, California families who have an additional child while on welfare, are barred from getting an increase in support.
But Senator Holly Mitchell, a Democrat from Los Angeles, says it’s been ineffective, pointing to research showing that such caps don’t alter reproductive behavior.
Mitchell says instead of encouraging families not to have additional kids, it’s simply resulted in California having the nation’s highest child poverty rate.
Other Democrats say they support repealing the “welfare queen” policy; but, Republicans say throwing more money at public assistance won’t solve the problem.
There’s now talk of more job training programs, which would target young mothers.
