FRESNO, Calif. (KMJ) — Valley High-Speed Rail opponents are seeking to overturn a ruling, stating that federal environmental law trumps state law.
Landowners in Kings and Kern counties filed the petition, in response to the surface transportation board's ruling, which said the law supersedes California's Environmental Quality Act.
That ruling bars state judges from issuing injunctions, which have been used to stall the $68 billion train's construction.
