
FRESNO, Calif. (KFSN) — A controversial encounter caught on camera has one candidate for the State Center Community College District Governing Board calling on his opponent to step down.
“Mr. Terance, we would ask him to step down,” said Marcos Osorio, SCCCD Candidate running for Area 5.
The request came after an incident that happened just after 8 p.m. Monday, when Osorio’s sister captured a moment when she spotted a man she believed to be Terance Frazier on her brother’s central Fresno property.
She began recording the exchange she described as awkward.
“What’s up? Why were you in this house?” asked Allyson Osorio, Marcos’ Sister.
“OK, do you want me to deliver a message?” asked Allyson.
The man answered, “Yes.”
At one point in the video, the man identifies himself by another name.
“What’s your name?” asks the man.
“I’m Charles,” said the man.
“No, tell me the truth,” said Allyson.
“I’m laughing because, like, I’m, like I know who you are — like what are you doing here?” said Allyson.
The exchange left the Osorio Family with more questions than answers.
At another moment, the man called himself Charles and asked to speak to an Andrew.
“Who are you looking for?” asked Allyson.
“Andrew,” said Terance.
“Andrew what?” asked Allyson.
Marcos received a notification from the U.S. Postal Service earlier on Monday alerting him to two pieces of mail addressed to an Andrew Van Horn. Marcos believed the mail was mistakenly delivered to his home.
“I go to see if there’s anything in the mailbox or if it’s been damaged or what’s exactly happening. I open it up, and I find two envelopes with Andrew Van Horn’s name on it,” said Marcos.
Marcos’ 10-year-old son confirmed the man’s appearance by the mailbox.
“He saw him in front of our mailbox, then running away from the mailbox to then him quoting a name that’s in my mailbox at the time from mail that isn’t mine,” said Marcos.
Action News called Terance Frazier after our interview with Marcos and received the following audio message:
“The person you are trying to call has a mailbox that’s full and cannot receive messages at this time. Goodbye.”
The uncomfortable encounter prompted Allyson to file a police report with the Fresno Police Department.
Marcos said the incident has left his family, including his two small children, shaken.
“I will tell you that the anxiety level in my household, you know, it’ll take us some time to try and feel normal,” said Marcos. “When I come home, I’ll be thinking twice when locking up.”
Both Osorio and Frazier are running against a third candidate, Miguel Sanchez.
On Tuesday night, the State Center Federation of Teachers also called on Frazier to exit the area 5 race. In its statement, the union said it condemns political intimidation.
