FRESNO, CA (KMJ) – Fresno police say they have made a significant arrest in a 2016 homicide case involving a toddler.
Fresno Police say an unknown man shot at 42-year-old Willis Mucelroy, 28-year-old Rashad Halford outside of an apartment complex on East Platt Avenue by First and Tulare.
Police say the shooter was gone by the time they arrived.
A toddler, 20 month old Rashad Halford Jr. died – the innocent victim of gunfire aimed at his family.
Police Chief Jerry Dyer announced a break in the investigation on Wednesday, when a new witness came forward with new information that assisted detectives on the case.
Dyer said a Fresno gang member has been arrested in Southern California.
“As a result, detectives have determined that 30 year-old Devin Ray Ratliff of Fresno is responsible for the murder of 20 month-old Rashad Halford Jr., and the attempted murder of Rashad Halford Sr. and Willis Mucelroy,” said Police Chief Jerry Dyer.
Ratliff is in custody, his bail is set at four million dollars.
