“Armed & Dangerous” Homicide Suspect Escapes Fresno PD Headquarters

FRESNO, CA (KMJ) – He’s considered “armed and dangerous” – a 21 year old gang member charged with homicide escapes from Fresno Police Headquarters.

Ibn Haqq was arrested for shooting a 41-year-old Delon Agee in Southwest Fresno on the 300 Block of East Jensen on July 5th. on Wednesday, July 5th.

Police Chief Jerry Dyer says two detectives were interviewing Haqq at Fresno Police Headquarters on Friday, July 7th when he escaped.

“The other detective saw on video the fact that the suspect stood-up, had a handcuff on his wrist but had removed the other handcuff from the chair.” -Fresno Police Chief Jerry Dyer.

Some of the escape was captured on the video -but not all of it as Haqq fought detectives, kicked out the screen of a window and got out. A K-9 unit trying to track him down lost the scent.

Chief Dyer says he is looking internally into changing procedure because of the incident, which he says is very uncommon.

“We’ve has people attempt to run from the officers but we have been successful in apprehending them. This is the first one I’m aware of in at least 20 years where the suspect was able to avoid apprehension.” -Fresno Police Chief Jerry Dyer.

Haqq faces additional charges of escape and assault on a peace officer.

“We’re using our street violence bureau tactical team at the moment, enlisted the assistance of the United States Marshall’s task force that we have a member on, and we’re seeking the public assistance, trying to locate this individual.” – Fresno Police Chief Jerry Dyer.

Ibin Haqq may still be in Fresno area, and Valley Crime Stoppers is now offering a $2,000 dollar reward for tips that bring him back into custody. Call 498-STOP.
