FRESNO, Calif. (KMJ) — Refinery issues, oil shortages, and different fuel blends; those are among the usual reasons given when prices shoot up at the pump.

However, according to the nonpartisan California Legislative Analyst’s Office, the state’s cap-and-trade tax may be to blame, at least in part, for this latest increase.

Cap-and-trade revenue is used for several environmental efforts, as well as high-speed rail.

Many opponents call it a hidden tax.
