FRESNO, Calif. (KMJ) — ExxonMobil is reopening its refinery in Torrance, more than a year after a massive explosion.
The South Coast Air Quality Management District made the decision over the weekend, after nearly 12 hours of public comment and expert testimony.
The refinery, when fully-operational, provides 10 percent of California’s capacity.
ExxonMobil will also pay about $5 million in penalties for pollution violations, with some that money being used for communities near the refinery.
