Ballot Proposal Would Give Cities More Tools to Encourage Water Conservation

FRESNO, Calif. (KMJ) — The League of California Cities, The California State Association of Counties, and The Association of California Water Agencies have proposed a ballot measure, that would allow local governments to set water rates, which they believe would encourage conservation.

The measure comes eights months an appellate court struck down a Southern California city’s method of charging users, that was based on a tiered-rate system.

The court ruled that tiered rates must correspond to the cost of delivering service.

Spectators, such as the Howard Jarvis Taxpayers Association, say if proposal qualifies for the 2016 ballot, voters will likely be skeptical.
