Local law enforcement agencies are actively searching for an inmate who was incorrectly released from the Fresno County Jail around 8:00 am on Wednesday.
The outstanding suspect is David Warren Riggins, 19, of Fresno. He is described as black, 6’0″ tall and 135 lbs. Riggins was arrested on September 19, 2015 for an outstanding warrant. He was wanted on a misdemeanor charge of failing to obey an order from a juvenile court. Riggins is also a registered sex offender. He was sentenced to be released from jail on October 28, 2016.
There is currently an ongoing investigation into how Riggins was able to get out of jail. The early indications are that Riggins and a friend / inmate devised an escape plan while they were housed in the same jail pod. Riggins and the other inmate, who was scheduled to be released today for serving his time, swapped identification bracelets. Both inmates memorized each other’s personal information in order to be able to accurately answer any questions asked by correctional officers. The other inmate is black, 24 years old and is of similar height and weight to Riggins. He now faces an additional charge for helping Riggins escape.
An investigation is currently being conducted regarding the circumstances of Riggins’ release.
