FRESNO, Calif. (KMJ) — The U.S. Pipeline and Hazardous Materials Safety Administration says California regulators are plagued by investigative backlogs.

Their latest audit finds that poor documentation is often kept during probes — resulting in companies usually getting away with improper behavior.

the agency says the california public utilities commission — which is responsible for overseeing companies such as p-g-and-e — is extremely unorganized.

the c-p-u-c has been blasted by numerous departments and public officials in recent years — over its handling of the san bruno pipeline explosion.
