Gov. Newsom Signs So-Called ‘Stephon Clark’s Law’ Over Police Use of Force

 

SACRAMENTO, CA (KMJ) – The so-called ‘Stephon Clark’s Law’ was signed Monday by Governor Gavin Newsom.

AB 392 updates the existing standards so that deadly force may only be used when necessary.

The bill was written by Assembly Member Shirley Weber, a Democrat from San Diego.

“AB 392 is a necessary step to affirming the sanctity of human life and protecting human rights, said Assembly Member Weber.

The bill will encourage law enforcement to increasingly rely on de-escalation techniques like verbal persuasion and other crisis intervention methods.

Newsom says its needs to be a change of culture. “Training matters, yes, accountability matters, certainly, transparency, indeed, but culture, changing hearts, changing minds, changing our approach to dealing with one another,” said Gov. Newsom.
