Fresno Standoff With Wanted Sex Offender Ends Without Incident Outside RV

FRESNO, CA (KMJ) – A standoff with a wanted sex offender ends without incident Thursday in downtown Fresno.

Around 8:30 a.m. police got a call that a man inside an RV was making a threat against an employee, it was then relayed to the Terry’s House manager.

In a press conference, Fresno Police Chief Jerry Dyer said the person inside the RV passed a note to a passer-by that indicated that he had a 5 gallon propane tank inside on the stove, with the flame lit and said he was going to use to blow up the vehicle.

The RV was parked in a lot near Fresno and R Street – just over the train tracks from City Hall.

Police surrounded the vehicle, and a police negotiator was brought on scene.

The man was very agitated, saying his wife has cancer and is in Community Regional Medical Center, but Chief Dyer said his wife, and also a brother in-law were inside the RV.

He told police he was a veteran and suffering from PTSD, and he been smoking marijuana.

He stood outside the RV with a marijuana cigarette, asking police for more cigarettes and a lighter and in return he would bring the propane tank outside.

Just around 11:00 a.m. it ended peacefully after police were able to coax him out, with cigarettes, and all three people – his wife and brother-in-law, were taken away.

He was taken to CRMC.

Police Chief Dyer says that he and his wife had been living in the RV for months while she was being treated for cancer.

At the time, the suspect told police he was 53 year-old Danny Twofeathers, but now they say he is actually 67 year-old Frank Eugene Campbell.

Campbell will be booked into the Fresno County Jail for making Criminal Threats.

Campbell is also on Parole and wanted in Los Angeles for failing to register as a sex offender.
