FRESNO, Calif. (KMJ) — A ruling by a Northern California judge could delay the construction of the proposed twin tunnels in the Sacramento-San Joaquin Delta.

It invalidates a comprehensive environmental management plan, and states the it must be “set aside,” until deficiencies are fixed.

Governor Jerry Brown and proponents of the tunnels have touted the $15.5 billion project as a means of getting fresh water to valley and Southern California.

They intended to appeal this latest ruling at the end of the week.
